1.11 has a new feature that uncovers this qemm "feature".  Thus, "on"
wasn't needed in pre-1.11 but is needed now.  If not properly set up,
QEMM will show "auto/off" mode and go32 will fault on *every* program
invocation.

I don't know if 386max has the same operating techniques.
