a) Does cpio really need ioctl(). i.e Are the new settings different from
the DOS defaults.

b) Try and use fcntl() instead.

c) Turbo C has an ioctl() so if you feel like rebuilding go32.exe it should be
possible to add support (see the turbo_assist().)
