Perhaps when Alexander Aganichev is redoing the code, he could provide
a bit more documentation on operation of the function. 
I just patched a few lines that weren't operating correctly.

We don't need a separate strftime distributed with setlocale: the
common module defaults to the standard C/POSIX locale.
