There are only two cases currently catered for: non-ISO and non-ISO
and non-POSIX. 
These are non-ISO POSIX standard functions: they should be defined
when _POSIX_SOURCE is defined. 
They are being stubbed because they are implemented within ctime.c but
want to avoid polluting the ISO namespace.
