As a data point, the following functions have been changed: 
ansi/locale/setlocal.c
ansi/stdio/doprnt.c doscan.c
ansi/stdlib/strtod.c strtold.c
ansi/string/strcoll.c
ansi/time/strftime.c
posix/regex
but not ansi/ctype and none of the mb/wc functions.
