Hello.

Below is a bundle of Alexander Aganichev's locale patches:

* decimal point handling;
* preparing strcoll for locales;
* strftime locale fixes.

Changes I've made:

* fixed strtof & added a test case;
* What's Changed entries;
* added copyright dates.

If there are no further comments, I will commit this patch next weekend.

I think the tests need more work. They don't test much right now.
