I've splitted the patchset to the separate fixes. I hope it would be easier to review (and accept :)) them separately. After the previous patches will be accepted there are two major changes will need to be done: global changes in regex which will make library non-ASCII friendly and replacing of setlocale() implementation.

It looks like I have problems with mail server, so sorry for dup with strcoll(). regcomp.c fix seems to be lost, but I'll better wait to see if it lost actually to prevent another dup. :-)
