Use the ported GNU Tar to untar the archive, and it will simulate
symlinks by copying.  (I thought DJTAR did that as well, but perhaps
I'm mistaken.)

The CVS version of DJTAR does support bzip2, but many other programs
apparently used by DJGPP users don't.  So I'm not sure we should
switch, given that most of our archives are not large and thus the
potential savings in space are not very largey either.
