I de-tagged the v2.02 manifests from being in v2_03_1, and did a
checkout, and I didn't get them.  However, I didn't get a manifest
directory either - and the build procedures assume it exists.

So I'm going to cvs remove everything but one file until we figure out
what to do about creating a manifest directory...
