I've updated the DJGPP 2.04 status page

* Now describes problems with symlinks.
* strlcat, strlcpy are now in DJGPP CVS.

I've updated the DJGPP 2.04 C99-compliance page

* Added link to tests that MartinS found.
* Headers, etc. need to use restrict.
