While I'm messing with it, I updated the copyright. However it's
becoming a little too long for the help text:

/* Copyright (C) 2003 DJ Delorie, see COPYING.DJ for details */
/* Copyright (C) 1999 DJ Delorie, see COPYING.DJ for details */
/* Copyright (C) 1996 DJ Delorie, see COPYING.DJ for details */
/* Copyright (C) 1995 DJ Delorie, see COPYING.DJ for details */
...
v_printf("stubify for djgpp V2.X executables, Copyright (C) 1995,1996,1999,2003 DJ Delorie\n");

Is ok to say "Copyright (C) 1995-2003 DJ Delorie" in the help text
instead although we don't have all those year in the file start?

Right,
