If a source file has the right copyright line for the last year it was checked
into CVS, then it is unchanged and the file time will be unchanged. Source
files are only updated if there is no copyright line for the year for the file
time.

No worries. ;)

Basically I made the change, so that src/copyrite.cc behaves the same way as
the src/copyright.pl script. See DJ's reply to my question - the mail is
entitled "Re: Updating the copyright on sources" dated Thu, 17 Oct 2002
09:55:40 -0400.
