I would remove the documentation from RBIL from the code (we don't do
this anyplace else).

It should be noted someplace that the PIT works on Win2K/XP so is a 
source of higher resolution information which we currently aren't
using.  Unfortunately the PIT and timer tic don't seem to be 
coordinated.
