Hmmm... it's not supposed to let you submit that without a version,
but I see that many don't have one.  I'll have to look into it.

It's always the server's local time.  It doesn't change that often;
usually the *day* is sufficient.

Intentional.  Many bugs have code snippets in them.  I've added a note
about it.
