Indeed.  Messing with Makefile's is a bad idea if those Makefile's are 
produced automatically.

IIRC, Groff has a single variable which sets the compiler to use.  
Perhaps it should be set to gpp instead of gcc, so that the compilation 
as well as linking is done with gpp.
