That's an easy case.  There are worse, unfortunately: the locale changes 
are not in the CVS yet, although various versions were posted several 
times since about 2 yeras ago, maybe more.

We could really benefit from more people who review code, sigh...  Right 
now, I have difficulty even coping with my email, let alone reviewing 
non-trivial changes to core functions.
