On a glance, I don't see anything wrong.  What Info reader and which 
version of it are you using?  Also, does the produced DIR file has a 
`Tag Table' at its end, and if so, does that tag table mention the 
anchors you added?

Hmm... it might be a bug (or a feature) in the Info reader: all the 
anchors reference text inside a menu.
