It seems that redefining DWARF_FRAME_REGNUM only influences
output of EH frame section, but not output of debug info. So 
I hope it should not break debugging.

gcc-3.0.4 20020131 binaries are at http://www.ltn.lv/~pavenis/gcctest.html
(C++ exceptions works with DWARF2 debug info with these binaries), so You can 
test whether there are some side effects of this change
