Yes, but it's not limited to 8+3 filesystems.  You could, for example, 
have a tarball with filenames using characters that are disallowed even 
by Windows, like `<' or `|', for example.

That's true, but even "Program Files -> ProgFiles" will not work, I 
think.  Or will it?
