1024 includes the name and the equals sign.  (I actually tested that
on Windows 9X, because the long command-line support in CVS uses the
CMDLINE environment variable to pass command lines to Windows
programs.)

Again, this is only true for Windows 9X (and ME, I'd expect).  I don't
know what happens on Windows 2000 and XP.
