It could have been done, sure --- I did it once, already, but the port
relied on ANSI.SYS being loaded.

The problem would more likely have been that GNU termcap isn't prepared
for non-Unix platforms at all.  The real problem for a DJGPP app is not
termcap, but terminal emulation itself, which would normally be handled
by the Unix kernel, not termcap.
