Several other functions, that are now part of DJGPP as non-POSIX
are part of Issue 6 of the new draft standard (the drand48 family
of functions, for example).  I'll update those as needed
(compliance with errno spec, move prototype to correct portion of
header, etc.)

Should a detailed change log for each function be listed in wc204,
or is it enough to simply list them saying that several functions
were changed slightly to comply with the new POSIX standard?
Major changes (if any) would still be explained in more detail,
obviously.
