Is the POSIX draft you refer to (the April 2001) the new POSIX that is
being developed jointly by the Open Group & ISO - the Austin Group? It
sounds like you should file a bug report about this. I did follow the
mailing list for a while - they have some bugtracking system called
Aardvark. I can't remember whether you need to be a member or not to use
it, but the answer probably lies here:

I suspect you will have to create an account (which is free).
