Wouldn't it be better if Autoconf would push the appropriate value of
SHELL into the environment automatically?  You can tell users they
need to install Bash, but why force them to modify the environment?

I don't think this is a good idea: now people who want to rebuild the
package will need Texinfo to be installed.
