If the alternative stubs aren't that large, we could increase the fixed space 
allocated for the stub in bfd. Even that would require implementing some 
hooks, but I think it can be done. If the linker script is adjusted to 
account for loss of previously unused space, the size of EXEs will stay the 
same.
