Yes, Windows works hard to prevent you from seeing the exact letter-case 
of file names.

"News" is the ``standard'' name mangling done by Windows Explorer.  I 
guess WinZip tries to follow suit.

Yes, it's a known misfeature.

Yes, this is one nasty problem with WinZip.  The result is that it 
converts loaddefs.el into CRLF format, which is (was) a mortal blow to 
Emacs because of the special treatment of LF characters in loaddefs.el.  

Since then, I made a change in Emacs so that the special handling of 
loaddefs.el is not affected by this problem.
