This gettext pretest has the ability to do character set conversion on
the fly, e.g. from ISO-8859-1 to CP437. All you need to do to get this
working is

1) Adapt the intl/localcharset.c and intl/config.charset files for the
DJGPP platform.

2) Install libiconv (http://clisp.cons.org/~haible/packages-libiconv.html)
prior to gettext.

Converting the .po or .gmo files is not the solution, because users
normally don't have the msgfmt/msgunfmt programs available at runtime.
