I think it's a cockpit error.

You have SHELL set which points to Bash as "f:/djgpp/bin/-bash.exe".
That forces Make to call Bash when it sees special characters, such as
quotes, on the command line.  Bash doesn't include the current
directory in PATH as COMMAND.COM does.

Replace "cl" and "cl.exe" with "./cl" and "./cl.exe", and it will
begin working.
