No, it's definitely not okay.  People who aren't familiar with running 
configure scripts will not realize they need to "make distclean" before 
reconfiguring, and will get wrong results.

If saying just "make" somehow requires config.cache to be present (I 
didn't see it in other GNU packages), then at least some README should 
say that "make distclean" is mandatory.
