Because the test for "ln -s" is unreliable: it fails on plain DOS, but 
seems to ``work'' on Windows 9X.

Since we have GNU `cp', we might as well use "cp -p" unconditionally 
(provided that it is only during the build process; inside "make install" 
is another matter).
