That's because the DIRENTRY directive in bashref.info lies to 
install-info:

  * Bash: (bash).                     The GNU Bourne-Again SHell.

It should have said "(bashref)." instead.  The string in the parens is 
the name of the Info file (sans the extension).

The solution is to edit bashref.texi, where there should be a @direntry 
line, and then regenerate bashref.info.

AFAIK, it was 1.14.7.
