I have followed the links and tried to retrieve

only to enter a circular loop reporting that `lgp2811s' had been moved
temporarily to the *above* location.  My web server is a front end that
operates "lynx" on wilkes1 to make the actual connection.  When this
problem appeared on simtelnet recently the workaround was to use

    ftp://...

instead.  This didn't work with "delorie.com".

In any case it seems like a very complicated way to get information
which should be provided at each mirror site.
