You could try throwing together a prototype using Texinfo macros (they
are described in the Texinfo manual, and some real-life examples are
available in the FAQ sources).  You could play with that until you
have something that seems reasonable.  A good beginning would be to
take a couple of functions out of libc and add the portability section
using the new tags.  I'd suggest using `free' as a relatively simple
example, and `chdir' as a more complex one.
