I needed a man program for the FSF MS-DOS CD-ROM, since RMS insisted on 
having all the man pages, even the outdated ones, on the CD.  The version 
on DJ's server didn't explicitly say that it is free or GPL, and I cannot 
be bothered to begin another is-it-free-software exchange with RMS.  So I 
wrote a clone which is GPLed.  It was written in a hurry, so it's nothing 
to be especially proud of, but it does work, both interactively, and with 
Info and Emacs.

I have uploaded man10[sb].zip to DJ's /incoming directory.  If people
think it's a good idea to make it part of djdev (which I think is where it
belongs), fine.  If not, it can be put into v2apps.  Currently, its
sources unzip into src/utils/man/, but if DJ thinks programs from v2apps
shouldn't do that (and decides not to include it with djdev), I can
repackage. 

The program in its current shape is pretty much tested, so if DJ thinks 
it should go into v2apps, it can be uploaded right now.
