If NEWS isn't up to date, then we are out of luck, just like the rest of 
the world who use that particular package; but I think we should at least 
include what others get to see.

ChangeLog is IMHO a bad idea: apart of being very large, it also 
frequently doesn't describe at all the purpose of the change, only the 
change itself.  Here is a good example (from Emacs):
