I don't believe that the fact you are unknown to FSF could be the 
reason.  Most probably, that mailbox is either seldom checked, or else
the person who reads it is on vacation.  I suggest to mail your question 
to <bug-gnu-utils AT prep DOT ai DOT mit DOT edu> (tell them this is not a bug and that 
you couldn't get response from fsf@), and if that fails, to Richard 
Stallman himself <rsm AT gnu DOT ai DOT mit DOT edu>, asking him for the correct address 
to send your patches.
