The `recode' solution has also come up.  I didn't look into it, so I don't
know yet how good a solution it is.  I decided to port Text- and Fileutils
without the international support at first, then to look at gettext and
recode, if nobody does that before me.  (Yes, that *is* an invitation for
volunteers, since I know almost nothing about code pages.  Anybody?)
