This header is absent from DJGPP.  However, some GNU programs (`cat' and 
`ls' are two examples) include it.  Is there any reason that we couldn't 
have this header (initially empty, filled with anything that might be 
needed)?  It seems even an empty file will let the above two programs 
compile with DJGPP.

I can submit such a file, if people think it doesn't do any harm.  (Btw,
where can I find a public-domain BSD distribution, so I can borrow from
this file without risking any legal problems?)
