I'd rather not add headers unless someone can show that the header is
a well-respected filename and declares well-established standard
symbols.

Is this the case for the proposed header?  If so, and it solves users
problems, fine, but I think it lets programmers write less portable
code by making djgpp look more like a non-compliant Linux system.
