I somewhat agree with RMS about a README in every tar file...but I don't
see his name in the instructions for bug reporting (there's list for gcc-help
and gcc-bugs, which are more appropriate).

I think maybe each zip file out to contain a file called
README.FAQ

with a pointer to the FAQ.   the faq is much, much better documentation than
last year.
