It is not disabled at all. dwarf2 is used by default unless
explicitly specified otherwise. So one can use gcc command
line options to tell GCC to use dwarf3 or dwarf4.

My last builds uses dwarf2 by default so simple bootstrapping
GCC is sufficient. I myself had to do some debugging (lto1.exe)
and worked OK
