GNU Tar maintainers prefer only Posix.  That's the difference.

If no one submitted DJGPP patches upstream, we shouldn't be surprised
things don't work out of the box.  The problem I alluded to was the
willingness (or, rather, lack thereof) to accept and incorporate
patches coming from non-Posix platforms, even when they are submitted.
