What issue?  I didn't have any such issues with v2.03.  If you mean
that v2.03 lacks snprintf, then the solution is easy and pretty
automatic: the configure script detects that and uses snprintf from
libiberty.

I had absolutely no problems with v2.03 library building GDB.

??? fflush semantics with read streams is undefined.  Why did you need
this change? how does Binutils use fflush for input streams?
