Yes libtool uses gpp.

When TIFF 3.8.2 is compiled a file called libtiff.la is produced and installed.
This file contains the ofending line:

# Libraries that this one depends upon.
dependency_libs=' /dev/env/DJDIR/lib/libjpeg.la -lz -lm -lc'

As can be seen the last entry is -lc.
ImageMagicks libtool copies this line verbatim into compiler command line
making linking against -lc two times. As soon as the -lc entry is removed
from libtiff.la that part of the testsuite works correct.

I still must investigate why this -lc entry is added to  libtiff.la and release
an update of libtiff before continuing working on ImageMagick.
