Er, what happened to libc/c99?  I thought we were doing
libc/ansi/stdio/snprintf.* -> libc/c99/stdio/snprintf.*

The correct way to move a file is to cvs add it in its new location,
then cvs remove it from its old.  Otherwise, we cannot check out older
tags.
