I think it would be nice if it could all be sorted out into neat categories, but I don't think it's worth a lot of effort at this time - there are far more important things to do. If we're going to make a major effort to meet some new standard X, keeping all that work in src/libc/X makes sense. Putting a major effort into moving existing stuff to X makes less sense, just because it's a poor use of our time.
