I have one comment  below.

There is no mention that 2.03 programs built before Dec-2001 are not 2000
and XP compatible.
How changing the last paragrahp into two as I could not understand what you
were trying to get at with the middle sentence:

If you are upgrading from version 2.00 through 2.02 of DJGPP
on Windows 2000 or XP, you should reinstall all the DJGPP packages.
Programs built with version 2.02 are likely to fail on Windows 2000 and XP.

If you are upgrading from verion 2.03 on Windows 2000 or XP, DJGPP
executables dated before December 2001
may not work properly, so you should re-install all of the DJGPP pacakages
dated after December 20021.
