I've extracted the contents of DJ's web page into the file HOWTO.281
which will be checked into the cross directory as a new file; it will
be put in djcrx203 refresh (and hopefully the next djcrx204 test build...)

I've copied Charles Wilkins' updated rev-3 file into HOWTO.32; same
directories and distributions as above.

I changed the names so they would be 8.3 unique; probably not needed
for a cross compiler, but better safe than sorry.

Any comments or suggested changes before I commit these as part of
2_03_1 branch and cvs head?  I'll build a new djcrx203.zip as soon
as they are in cvs and we're happy with it.

I think Charles did a good job - clear enough that even I would be
able to build it on the first try :-)
