I don't think you need installation instructions. Just put cvs.exe
somewhere on your PATH.
Failing that, there's also the CVSWeb interface which should allow you
to get files with a Web browser. There's also Martin's checked-out
tree that is downloadable, as DJ's page says.

The CVS issue popped up because you wanted to add debugging
facilities. The other issue related to CVS was changes in realloc,
but if that's the problem, I could simply mail you the latest
malloc.c.
However, it's best to try to install a CVS client on your machine,
since that will make participation in development much easier.
