I agree. Why not upload bison 1.32 or 1.33 with NLS and non-NLS binaries.
The non-NLS binary will be *much* smaller (and UPX could reduce the
size by nearly 50%).  The older versions of bison should be retired;
they do not perform as well as the later versions.

Perhaps we should avoid NLS-capable binaries altogether in our distros
(or include both NLS and non-NLS versions), at least until the NLS
support can be made dynamic.
